Yes. Brysbaert's meta-analysis showed that reading speed varies significantly by language. English readers average 238 WPM, Japanese 193 WPM, Chinese 255 WPM, and German 260 WPM. There is no comprehensive meta-analysis for Turkish; however, due to its phonetic structure, reading speeds are close to English.
A language's 'word density' also matters: in agglutinative languages like Turkish, a single word can correspond to multi-word phrases in English. For this reason, WPM comparisons should always use texts in the same language.
